The procedure for calculating the old-age pension is determined by the Federal Law "On labor pensions of the Russian Federation" dated December 17, 2001. The old-age labor pension is assigned to men over 60 years of age and women over 55 years of age, provided that their insurance experience is 5 years or more. Insurance (or work) experience is the time of labor or other activity, in the course of which monetary deductions were made in Pension Fund Russia.

Every month, the employer contributes 20% of the salary of each employee to the Pension Fund to finance the pension. In the Pension Fund of the Russian Federation, funds are distributed into three parts:

funded part old-age labor pension (NC)- is formed depending on the amount of voluntary insurance contributions and income from investing pension funds in the Pension Fund of the Russian Federation, non-state pension funds or a management company.

SC - seniority coefficient. Depends on seniority as of January 1, 2002. For men whose work experience is more than 20 years, the seniority coefficient is 0.55 and then increases by 0.01 with each year worked (but not more than 0.75). In the example, the seniority coefficient is 0.55 + 0.01 x20 = 0.75;
ZR - the salary of the insured person for 2000-2001, the average amount of which is determined according to information from a personalized account or from a certificate from the employer on salary for any 60 consecutive months;
ZP - the size of the average monthly salary in the country for the same period;
SZP - data approved by the Government on the level of the average monthly salary in Russia for the III and IV quarters of 2001.

As of January 1, 2002, the value of the pension capital is gradually increasing by the index of the increase in the insurance part of the old-age labor pension. (Federal Law No. 400-FZ of December 28, 2013) From January 1, 2015 labor pension is transformed into two types of pensions (insurance and funded) and a new procedure for the formation of pension rights of citizens, as well as the calculation of pensions in the system of compulsory pension insurance - the so-called. "new pension formula". According to the new pension formula the size of the insurance pension is calculated on the basis of individual pension coefficients that reflect the pension rights of the insured person in relative units. In turn, individual pension coefficients (points) are calculated taking into account the amount of paid insurance premiums, the duration insurance experience and retirement age. The amount of the old-age insurance pension is determined as the product of the individual pension coefficient and its value as of the day from which the old-age insurance pension is granted. Since 2015, the indexation of insurance pensions is carried out through the indexation of the cost pension point and a fixed payment to the insurance pension (similar to the former fixed basic amount of the insurance part of the old-age labor pension). In accordance with Article 16 of the Federal Law of December 28, 2013 N 400-FZ "On insurance pensions" (hereinafter referred to as the Law), the amount of a fixed payment to an insurance pension is subject to annual indexation from February 1 to the consumer price growth index for the past year. Every year from April 1, the Government Russian Federation has the right to decide on an additional increase in the size of the fixed payment to the insurance pension, taking into account the growth in income of the Pension Fund of the Russian Federation. The coefficient of indexation (additional increase) of the size of the fixed payment to the insurance pension is determined by the Government of the Russian Federation.
Thus, the amount of the insurance pension is adjusted annually in the following order:
1) from February 1 in connection with the establishment of the value of the pension coefficient on the specified date based on the growth in consumer prices over the past year; 2) from April 1 in connection with the establishment of the value of the pension coefficient on the specified date.
In accordance with Part 6 of Article 35 of the Federal Law of December 28, 2013 N 400-FZ, in 2015 the cost of one pension coefficient:

The structure of the old-age labor pension

(since 01.01.2015)

From January 1, 2015, Russia plans to introduce a new procedure for the formation of pension rights for citizens and the appointment of an old-age labor pension.

According to representatives of the pension fund, today the size of an old-age labor pension depends primarily on the amount of insurance premiums that employers pay for an employee during their working life into the mandatory pension insurance system. At the same time, the duration of the insurance (labor) period has practically no effect on the size of the pension.

The equalizing principle of calculating pensions leads to the fact that pension payments Citizens with an insignificant insurance (labor) record are carried out in approximately the same volume as citizens with a long record of work.

Therefore, representatives of the Pension Fund offer for the economically active population, that is, for those who plan to lead a long and active working life, to increase the role of seniority in the formation of pension rights and the calculation of the size of the pension.

What will change from 1.01.2015

1. For the first time, the concept of "annual pension coefficient" is introduced, which will be used to evaluate each year of a citizen's labor activity. The annual pension coefficient is equal to the ratio of the official salary of a person, from which this year insurance premiums into the mandatory pension insurance system, and the maximum salary from which employers by law pay insurance premiums to the OPS system. That is, the higher the salary, the higher the annual pension coefficient.

If the total insurance experience of a citizen (periods for which insurance premiums were paid in pension system) by the date of assignment of the labor pension will be more than 35 years old, then, according to the new rules, the labor pension will be assigned in an increased amount.

For each year of service from 30 to 40 years for women and from 35 to 45 years for men, one additional pension coefficient is accrued. For an experience of 35 years for women and 40 years for men, an additional 5 pension coefficients are accrued.

2. In the new rules for calculating a labor pension, such significant periods of a person’s life as military service and parental leave up to three years old will be counted in the length of service. For these so-called "non-insurance periods", special coefficients are assigned.

3. By 2025, the minimum general experience to receive an old-age pension will reach 15 years. It will increase annually for 10 years, starting in 2015. Women who have a pension period of less than 15 years will be able to apply to the FIU for a social pension upon reaching the age of 60, men - 65 years. In addition, a social supplement to the pension will be made up to living wage pensioner in the region of his residence.

4. Under the new rules, it will be beneficial to retire later. Every year, the insurance pension will increase by the corresponding premium coefficients. For example, if a citizen works after reaching retirement age three years without applying for an employment pension, the fixed payment will be increased by 19%, and the insurance pension by 24%. And if the length of service beyond the retirement age without applying for a pension is 8 years, then the fixed payment will be increased by 73%, and the insurance part - by 90%.

The minimum level of pension provision, taking into account the measures of social support provided and the establishment of social supplements for pensions non-working pensioners will be maintained at the level of the subsistence minimum for a pensioner in a constituent entity of the Russian Federation. Correction and indexation of pensions since 2015

From 01.01.2015 Federal Law No. 400-FZ of December 28, 2013 “On Insurance Pensions” came into force, according to which:

  • the concept of "fixed base size" has been abolished, the concept " fixed payment to the insurance pension”, which from 01.01.2015 is an independent type of payment and is indexed in the manner prescribed by Article 16 of the Federal Law of 12.28.2013 No. 400-FZ;
  • instead of the concept "insurance part of the old-age labor pension", "labor pension", the concept " insurance pension". The term "indexation of labor pension" has been replaced by the concept " adjustment insurance pension”, the procedure for which is regulated by Part 10 of Article 18 of Federal Law No. 400-FZ dated December 28, 2013.

Thus, starting from 01/01/2015, a fixed payment to the insurance pension and state pension pension provision indexed, but insurance pensionsadjusted.

Both adjustment and indexing is an increase in the amount of the payment received (pension or a fixed payment to the insurance pension), the basis for which is the need to compensate pensioners for the decrease in the purchasing power of the pension due to the inflationary processes taking place in the country.

  • Fixed payment indexation

The amount of the fixed payment to the insurance pension is subject to annual indexation from 1st of February on the consumer price index for the past year.

Annually from 1 April The Government of the Russian Federation has the right to decide on additional increase the size of the fixed payment to the insurance pension, taking into account the growth in income of the Pension Fund of the Russian Federation. The coefficient of indexation (additional increase) of the size of the fixed payment to the insurance pension is determined by the Government of the Russian Federation.

  • Adjustment of the amount of the insurance pension

The amount of the insurance pension adjusted annually in the following order:

  1. from February 1 in connection with the establishment on the specified date based on the growth of consumer prices over the past year. At the same time, the consumer price growth index for the past year is set by the Government of the Russian Federation.

The cost of one pension coefficient annually from April 1 is established by the federal law on the budget of the Pension Fund of the Russian Federation for the next year and planning period. At the same time, the annual increase in the cost of the pension coefficient cannot be less than the consumer price growth index for the past year.
The methodology for determining the cost of one pension coefficient is approved by the Government of the Russian Federation.

In the event that the value of the pension coefficient established in accordance with clause 2 of part 20 of article 15 of Federal Law No. 400-FZ of December 28, 2013 “On insurance pensions” exceeds the value of the pension coefficient established in accordance with clause 1 of part 20 of article 15 of the said Federal law, from April 1, an additional increase in the size of the insurance pension by the specified difference is made.

Pensions provided for by Federal Law No. 166-FZ of December 15, 2001 “On State Pension Provision in the Russian Federation” are indexed in the following order:

  1. pensions of federal state civil servants - in case of a centralized increase in the monetary allowance (monetary remuneration) of federal state civil servants, taking into account the provisions provided for by Articles 14 and 21 of Federal Law No. 166-FZ of December 15, 2001, in the manner established by the Government of the Russian Federation.

  3. social pensions - annually from April 1, taking into account the growth rate of the subsistence minimum for a pensioner in the Russian Federation over the past year. The coefficient of indexation of social pensions is determined by the Government of the Russian Federation;
  4. pensions of conscripted servicemen and pensions of members of their families, pensions of participants in the Great Patriotic War, pensions of citizens awarded the badge "Inhabitant of besieged Leningrad", pensions of citizens affected by radiation or man-made disasters, and pensions of their family members, pensions of citizens from among flight test personnel - when indexing the amount of social pensions;
  5. pensions of citizens from among the cosmonauts and members of their families - in the event of an increase in wages received in accordance with the Regulations on the material support of astronauts in the Russian Federation, approved by the Government of the Russian Federation, based on the amount of increased wages from the date on which the increase in the specified wages occurred . In the event that there was no increase in wages during the calendar year (from January 1 to December 31), the pensions of citizens from among the cosmonauts and members of their families are recalculated from January 1 of the next year in an amount equal to the total amount of indexation (change) in the amount of social pension , provided for by subparagraph 1 of paragraph 1 of Article 18 of Federal Law No. 166-FZ of December 15, 2001, produced (produced) in the past year, in the manner established by the Government of the Russian Federation.

The level of care, the degree of social development of the country is reflected in the care of the state about the various strata of society. One of the most important indicators is the care of pensioners. The construction of the pension system of our country began in 2002. This system includes mandatory conditions for the following types payments, namely such types of pensions as: labor, non-state, state.

Considering and analyzing the pension system of our country, we can distinguish two types of pensions (basic) that are paid to the corresponding categories of citizens in Russia: labor and social.

The labor variety in Russia is subject to periodic indexation, increase. The amount of indexation and its terms depend on the level of inflation in the country, the size of the average monthly salary (read also:). The increase in the size of the pension takes place on the basis of government decrees.

Average pension in Russia in 2013

Considering the size of the labor pension in the current 2013 in the country, it can be noted that at the beginning of the year its size was eight thousand twenty-eight rubles ninety-one kopecks (i.e. 8028.91 rubles). However, indexation took place during the year, and as a result, the average unearned pensioners, taking into account indexation, at the end of the year will be nine thousand four hundred ninety-five rubles (i.e. 9495 rubles).

In our country, there are several types of labor pension, among which the following groups are distinguished:

  1. Paid to right holders on the occasion of the loss of a breadwinner;
  2. paid in case of disability.
  3. paid upon reaching a certain age;

The condition for obtaining the first type state payment is the loss of a breadwinner. The law establishes that disabled members of the family of this breadwinner can use the right to receive this assistance.

Thus, in this case, the state is trying to provide a minimum guarantee to these people in a difficult period of their lives.

The right to receive a disability payment is for people who are given the first, second, or third disability group (read also:), they have a restriction on the implementation of labor activities. If this restriction is absent, then they cannot exercise the right to receive this pension. Also, another prerequisite for receiving funds on the specified basis is the presence of at least one day of insurance experience.

So, for women in our country, this bar is set within the framework of fifty-five years, and for men - sixty years. Moreover, in addition to the mandatory achievement of this age limit, a necessary condition for receiving a pension is the presence of insurance experience.

Minimum pension in Russia in 2013 and 2014

When analyzing the pension system, one of the most important components, basic characteristics, is such a definition as the minimum pension. This value represents in its essence a social norm, a minimum guaranteed by the state, a basic standard.

Algorithm for calculating pensions in 2013 and 2014

The right to a labor pension is men over the age of 60, And women over the age of 55. An old-age labor pension is granted if there is at least five years of insurance experience.

The current pension calculation formula (for those who were born before 1967 and do not have a funded part of the pension) is as follows:

P- the monthly amount of the assigned pension (officially it is called the insurance part of the pension);

PC- pension capital “earned” by a person during the period of his labor activity (formed from deductions from wages and depends on its size);

T- survival time (in 2013 and 2014 T= 228 months - 19 years) - is established and approved by decisions of the Government;

B- fixed basic pension (from 01.04.2014 to B= 3910 rubles 34 kopecks) - annually adjusted, established and approved by decisions of the Government.

This formula is relevant today, it will be so at least until 2015 and most likely further - for calculating and converting acquired pension rights into a new formula.

In other words, today the monthly amount of the assigned pension is calculated by dividing the pension capital "earned" by a person during the period of his labor activity by the period of payment of the pension - the age of survival, measured in months, plus a fixed supplement - the so-called fixed basic pension.

The pension capital itself ( PC), "earned" for the entire period of employment, is formed from three parts:

PC = PC1 + SV + PC2,

PC1- pension capital earned before 2002;

SW- the amount of valorization (one-time increase in pension capital PC1);

PC2- pension capital earned after 2002

Taking into account the structure of pension capital, formula (1) will look like this

Dividing now each of the terms - pension capital PC1, PC2 and the amount of valorization SW for the duration of life T, we obtain a formula that is easy to understand, which we will further use for calculations

If we translate it into "Russian", then the formula means that the old-age labor pension ( P) consists of four parts:

1. pension earned before 2002 - Pbefore 2002= PK1 / T;

2. valorization (one-time increase) of pensions earned before 2002. - VP = SW / T;

3. pensions earned after 2002. - Pafter 2002 = (PC2 / T);

4. Fixed base part - B.

Thus, the old-age labor pension:

P =Pbefore 2002+ VP + Pafter 2002 + B.

Information that is required to calculate the amount of your old-age pension - what you need to know:

  • Stage 02- length of service until 2002 (years);
  • Stage 91- length of service until 1991 (years);
  • ZR- your average monthly earnings either for 2000-2001, or for any 60 months of work (for 5 years) in a row in the period up to 01/01/2002 - what is more profitable is chosen;
  • RFP- the average monthly salary in the Russian Federation for the same period (for 2000-2001. ZP=1494 rub. 50 kopecks.); and for the period up to 01/01/2002, the average wages can be found in the table ();
  • FFP- the average monthly salary in the Russian Federation for the period from July 1 to September 30, 2001 (this is a constant value, it is fixed and is taken equal to: SZP=1671 rub.);
  • index- , which takes into account inflation for the period from 2002 to the present (required for the "transfer", "recalculation" of money in 2002 into the money of the current period). Index is annually adjusted and approved by decrees of the Government of the Russian Federation, depending on the level of real inflation (the rate of depreciation of money). For 2014, the index value used in the calculations is 5.6148: index = 5.6148;
  • PC2- the amount of insurance premiums and other receipts to the Pension Fund of the Russian Federation, accumulated by you on an individual personal account in the Pension Fund of the Russian Federation, starting from January 1, 2002 until the moment of registration of the pension.

1. Calculation of the part of the pension “earned” before 2002 (P until 2002).

Step 1. FROM sales coefficient - SC.

First, the so-called seniority coefficient is calculated,

- for men, whose work experience before 2002 exceeds 25 years ( stag02 > 25):

SC = 0.55+0.01*(stag02 - 25);

- for men, whose work experience before 2002 was less than 25 years (stag02< 25):

SK = 0.55*(stag02 / 25).

- for women, whose work experience before 2002 exceeds 20 years ( stag02 > 20):

SC = 0.55+0.01*(Stag02 - 20),

- for women, whose work experience before 2002 was less than 20 years ( stag02< 20):

SK = 0.55*(stag02 / 20)

For both men and women the value of the length of service coefficient cannot be more than 0.75. This means that if in your calculation it turns out to be more than 0.75, then it is still considered equal to 0.75 (the limit established in accordance with the current legislation).

Step 2. The coefficient of the average monthly salary (KSZ = RFP / RFP).

KSZ is the ratio of your average salary ZR for the selected period (2000-2001 or any 60 consecutive months up to 01/01/2002) to RFP- average monthly salary in the Russian Federation for the same period.

For most citizens, the average salary in the period 2000-2001. fixed in the Pension Fund (PF) and does not require documentary confirmation. In cases where there is no such information or it is more profitable for you to use the coefficient for periods of work before 2000 (the larger it is, the better), then when calculating the final pension in the Pension Fund, you will have to submit supporting documents.

If the period 2000 - 2001 is selected, then the coefficient of the average monthly salary is calculated by dividing your average salary ZR for this period for 1494,5.

KSZ \u003d ZR / ZP \u003d ZR / 1494.5.

If it is more profitable for you to use a different period for calculating the KSZ - any 60 consecutive months until 01/01/2002, then the calculations will have to be performed independently or using ours. The information necessary for such calculations is contained.

It should be borne in mind that the law imposes a restriction on the value of the KSZ - the coefficient cannot be more than 1.2. Less - please, but more - no.

An exception to limit the upper limit of the KSZ coefficient to 1.2 was made only for those who worked before 01.01.2002 in the districts Far North- they have, depending on the regional coefficient, the bar ranges from 1.4 to 1.9 - see below.

Example 1 Let your average salary in 2000-2001. was 2500 rubles -

ZR = 2500 and you did not work in the Far North until 2002. We calculate the coefficient:

Since it does not exceed 1.2, then in further calculations the coefficient will be taken equal to 0.67:

KSZ = 0.67.

Step 3 Estimated pension "earned" for the period up to 01/01/2002 (RP).

Let's calculate the size of the so-called estimated pension - RP.

It is called calculated because its calculation for the majority of those retiring is not based on real information, but on the basis of averaged, "indirect" data - coefficients. An estimated pension is a pension that would be due to a citizen as of January 1, 2002, based on the duration of his total work experience acquired on December 31, 2001 and average monthly earnings for 2000-2001. (or for any 60 consecutive months prior to January 1, 2002). The reason for this approach is that during the Soviet period and the years of perestroika (90s), accounting (in the modern sense) of the contribution of employees to the pension system was simply not carried out or was carried out on other principles. The system for assigning pensions and accounting for seniority and earnings was different. In addition, many documents of that period have not been preserved, and a large number of enterprises and organizations simply ceased to exist or remained in the newly formed states.

The amount of the estimated pension is determined by the formulas:

First - 1671 (rub) is the average monthly salary ( FFP) in the Russian Federation for the period from July 1 to September 30, 2001 (constant value fixed in the calculations).

Second digit - 450 (rub) is the amount of the fixed basic part of the pension in that period.

Note. In our algorithm, the term "estimated pension" is slightly different in meaning from the same term used in the law. This is done intentionally for a better understanding of the meaning of the calculations. The difference is as follows.

To determine the first part of the assigned pension - the pension "earned" before 2002 - P until 2002 it is necessary to convert (convert) the estimated pension of the Republic of Poland, calculated on the basis of the amounts and salaries of that period, into modern money, taking into account inflation (depreciation of money) for the past period. Since today (in 2014) the value of the indexation coefficient is 5.6148, to calculate the first part of the monthly pension assigned in 2014 you can use the formula:

This is the first part of the assigned pension - "earned" by you for the period up to 2002.

2 . Calculation of the pension valorization amount, earned before 2002 (VP).

Valorization is a monetary revaluation of the pension rights of all citizens with seniority before 2002. From January 1, 2010, the estimated pension capital formed by employees before 2002 was increased by 10% and an additional 1% for each year of their work experience until 1991. Valorization was carried out for everyone on the basis of documents available to the Pension Fund of the Russian Federation. To determine the percentage increase in pension capital for periods before January 1, 1991, the length of service that a citizen had on the indicated date was taken into account.

The amount of valorization (a one-time increase in the estimated pension) is 10% of the amount RP and in addition 1% of the estimated pension RP, for every full year the total length of service acquired before January 1, 1991. The formula for calculating this "additive" is as follows.

SW RP = RP * (0.1 + 0.01 *stage91)

It is also indexed, so the second part of the assigned pension, which we called - the valorization of the pension earned before 2002 ( VP):

3. Calculation of the part of the pension earned after 2002 (P after 2002).

To determine the size of the part of the pension “earned” during the period of employment after 2002, it is necessary to know the amount of insurance premiums and other receipts to the Pension Fund starting from January 1, 2002 - or, in other words, your pension capital PC2. The calculation of this part of the pension is the simplest - the amount of savings PC2, fixed on an individual personal account in the FIU, must be divided by the age of survival - T, measured in months:

4. Fixed basic pension(B).

The full name of this part of the pension is "fixed basic amount of the insurance part of the old-age labor pension".

The fixed basic amount of the old-age labor pension is a fixed value. It is annually adjusted and approved by government decrees.

For the bulk of citizens retiring in 2014, after indexing on April 1, its value

5. Old-age labor pension (P).

Every year, the Government of the Russian Federation solemnly informs the population that the next indexation of pensions will take place. What is pension indexation, and by what amount will the pension be indexed in the current 2013?

Indexing the size of labor pensions– increase in the amount of labor pensions on the basis of the relevant resolution of the Government of the Russian Federation in order to improve the living standards of pensioners. The legislation of the Russian Federation provides for the indexation of the amount of the insurance part of the old-age labor pension, labor disability pension and labor pension in the event of the loss of a breadwinner (including a fixed base amount of these pensions) due to rising prices and average monthly wages in the Russian Federation.

In 2013, labor pensions Russian pensioners were raised twice. The first indexation of labor pensions was made by the Pension Fund of Russia on February 1 - labor pensions increased by 6.6%.

On April 1, post-indexation of labor pensions was carried out due to the increase in PFR income in 2012 per pensioner. The amount of additional indexation is 3.3%. In August 2013, the traditional recalculation of labor pensions of working pensioners will take place, taking into account the insurance premiums received in 2012 for mandatory pension provision from their employers.

Also, since April 1, state pensions, including social pensions, have been indexed. The indexation amounted to 1.81%. On April 1, the size of the UDV was increased by 5.5% (monthly cash payments that federal beneficiaries receive together with a pension).

So, the first indexation of the pension (meaning labor pension) took place on February 1, the pension grew by 6.6%. Let's count. If your pension is, say, 10,000 rubles, then multiply 10,000 by 6.6 and divide by 100. We get 660 rubles. If your pension is 5,000 rubles, then the indexation amount will be 330 rubles, respectively.

The second indexation was carried out on April 1 (it was called additional indexation), due to which the pension grew by another 3.3%. If a pensioner receives a pension of 10 thousand, then they added 330 rubles, if the pension is 5 thousand, then the increase amounted to 156 rubles. This second wave of indexation coincided with the indexation of state pensions (including social pensions). This type of pension has grown by 1.81% (to get the value in rubles, you need to follow the procedure described a little higher, i.e. multiply your pension by 1.81 and divide the resulting value by 100; as you can see, the value is quite small).

If at the same time you have federal benefits and receive monthly cash payments in addition to your pension, then these payments have also grown by 5.5% since April 1 (if your benefits were, for example, 2,000 rubles, then 5.5% is 110 rubles ).

The third indexation is expected in August, but it will affect only working pensioners. This will happen at the expense of those insurance premiums that were transferred by employers for the past, i.e. year 2012.
